Global Talent Admission – Supporting the international business community on visa-related issues

The Global Talent Admission Scheme, as part of Hong Kong’s efforts to attract top talent, includes several programs designed to facilitate the entry of skilled individuals. These schemes, such as the Top Talent Pass Scheme (TTPS) and the Quality Migrant Admission Scheme (QMAS), allow individuals to come to Hong Kong for work or to establish businesses without needing a prior job offer. The schemes aim to enhance Hong Kong’s competitiveness and address manpower needs. 

Officially established on 30 October 2023, the Hong Kong Talent Engage (HKTE) is committed to formulating engagement and publicity strategies to attract global talents as well as providing comprehensive one-stop support services for talents. With a view to attracting global talents with diverse backgrounds to pursue development in Hong Kong, the HKTE leverages multiple online channels, conducts outreach visits and builds collaboration network with various working partners to promote to talents Hong Kong’s unique strengths and development opportunities, various talent admission schemes as well as the HKTE’s comprehensive support services.

Online platform

The HKTE’s online platform (www.hkengage.gov.hk) provides comprehensive information on living and working in Hong Kong to talents interested in coming to the city and those who have arrived. In particular, it introduces various talent admission schemes of Hong Kong and provides admission scheme matching tool as well as links to the website of the
Immigration Department for talents to submit online applications.

Statistics on Applications

As at end-June 2025, about 500 000 new applications were received and about 330 000 applications were approved under various talent admission schemes. Around 220 000 talents have arrived in Hong Kong, exceeding the target of attracting altogether 105 000 talents in three years (from 2023 to 2025). Statistics on applications received and approved under various talent admission schemes, as well as various breakdown statistics on applications approved under the schemes
(including breakdown by region of applicants), are regularly published on DATA.GOV.HK. The latter is also available on the website of the Immigration Department (ImmD) (https://www.immd.gov.hk/eng/facts/visa-control.html).

Support on Visa-Related Issues

Talents can make enquiries about talent admission schemeson the HKTE’s online platform as well as official accounts on the socialmedia platforms, the HKTE will handle these enquiries in consultation with the ImmD, where necessary.
